Description South Eastern Coalfields Limited (SECL), a subsidiary of Coal India Limited (CIL), has released an Internal Recruitment Notification 2025 for departmental selection to the posts of Mining Sirdar (T&S Grade-C) and Junior Overman (T&S Grade-C). This notification is open exclusively to regular and permanent employees of SECL, other subsidiaries of CIL, and CIL Headquarters, Kolkata, under the approved Cadre Scheme and Standard Operating Procedure (SOP).

This departmental selection process aims to fill manpower requirements for 2025–26 by promoting eligible in-service employees to higher technical and supervisory grades within the organization.

Total Vacancies:
Mining Sirdar – 283 posts (SC: 42, ST: 21, UR: 220)
Junior Overman – 312 posts (SC: 46, ST: 23, UR: 243)
Note: Vacancies may vary depending on operational requirements.

Eligibility Criteria:

Mining Sirdar (T&S Grade-C)

Qualification: Valid and unrestricted Certificates of Mining Sirdarship, First Aid, and Gas Testing issued by DGMS, Dhanbad.

Experience: Minimum 3 years’ experience working in underground coal mines.

Additional Conditions: Only permanent and regular employees who have completed their training are eligible. Employees must clearly specify whether their current nature of work is underground or surface; only those with underground experience are eligible. Candidates possessing restricted Mining Sirdar certificates will not be considered.

Junior Overman (T&S Grade-C)

Qualification: Three-year Diploma in Mining Engineering from a recognized institute with valid Gas Testing and First Aid Certificates.

Experience: Minimum 1-year post-diploma practical training in coal mines, certified by the competent authority.

Eligibility: Only regular employees who have completed their prescribed training period can apply.

Other Eligibility Conditions:
Candidates must have satisfactory service records. The Confidential Report (CR) for the year 2024–25 must not be rated “Poor.” Attendance requirements must also be fulfilled, generally 240 days for surface employees and 190 days for underground employees, including authorized leave. Employees with less than one year of service after appointment must have their CR and attendance verified by the HR department. Any concealment of information or submission of false data will result in immediate disqualification and disciplinary action.

Selection Process:
The selection will be conducted through a Written Examination organized centrally by SECL Headquarters, Bilaspur. The test will be based on Multiple Choice Questions (MCQ) on an OMR sheet, carrying a total of 100 marks with no negative marking. The question paper will comprise sections on Mental, Quantitative, and Logical Ability; General Awareness and Knowledge related to CIL/SECL; and Subject Knowledge. The qualifying marks will be 35% for General category candidates and 30% for SC/ST category candidates. The final merit list will be prepared based on the total marks obtained in the written test. In case of a tie in marks, merit will be determined first by the date of appointment, then by date of birth, and finally by the alphabetical order of the candidate’s name.

Applications must be submitted online only through SECL’s internal portal: https://portals.secl-cil.in/internal/index.php
. The portal will be accessible only from LAN-connected office systems. The online application window will remain open from 10 October 2025 (10:00 AM) to 30 October 2025 (11:59 PM). Applicants are advised to apply well before the closing date to avoid last-minute technical difficulties. Required documents—such as competency certificates, experience or training certificates, and matriculation/equivalent qualification proof—must be uploaded clearly and legibly.

For Employees of Other CIL Subsidiaries and CIL Headquarters, Kolkata:
Applications must be submitted offline in the prescribed format available on the SECL website www.secl.cil.in
. The completed applications should be routed through the proper administrative channel and submitted by 30 October 2025. A scanned copy of the application along with Annexure-II must be emailed to mp.selection.secl@coalindia.in
by 15 November 2025, and the original hard copy should reach SECL Headquarters, Bilaspur by 18 November 2025.

Important Instructions:
Applicants must regularly check the internal portal for updates throughout the selection process. Admit cards for the written test will be made available on the same portal, and exam schedules or centers will be notified separately. Pay protection will be provided as per company rules for selected candidates, and all appointments will be governed by the Cadre Scheme and SOP.

Candidates must ensure that their registered mobile number and email address remain active until the recruitment process is completed. Canvassing in any form or violation of instructions will lead to disqualification. SECL management reserves the right to modify, postpone, or withdraw the recruitment process at any stage due to administrative reasons.
